CD of FTR recording indicating empty

Hi

I've had two disks from a court now, who have only had the FTR recording for a couple of weeks, and it's obvious they don't know what they are doing, but I want to help them as I need to get access to a recording to transcribe.  Each time they send me a disk and I put it on to my system, try to access it through Windows Explorer like I usually do so that I can copy it across and then transcribe it, it comes up as if it's an empy disk asking me if I want to format it.  When I check the properties of the disk, it says it's empty.  The court, in their wisdom, say they can hear what's on it!  Any idea what they are doing wrong when copying it to a disk, that would mean I can't access the recording?  (I can't even access it to play the disk directly, it comes up with the same request asking how I want to use it, whether as an USB flash drive, or with a CD player and burn files in groups)!
