Add the location names with regular account

I've installed the FTR Gold 5.6 for some users on their laptops. I chose the "Permit all users to change location names" during the installation but when users login, but they don't have access to add the new location or modify the location list.

Is there anyway let the regular users to add the new location or modify the location list without Administrator?
