DMX4 - Windows 7 problem - Reboot required every time

We have some portable carts that we use with FTR Gold 5.6.1 and DMX4 USB mixers.  We just replaced a couple of older laptops with new Dell Latitude E5430s.  I follow the same proceedure that I have done many times installing the mixer drivers and then FTR Gold.  I also installed the FTRGold5.x registry file.  These machines have Windows 7 Enterprise 64-bit just like several others we have at the court with no problems.

So, I plug in the cart which powers up the mixer and the laptop power supply.  I turn the laptop on and login to Windows.  Open FTR and start recording and I get the 'specified audio capture device could not be found' message.  The DMX4 Config program also shows no sound.  I restart the computer and everything is working fine again.  However, the next time I unplug the cart I will have the same problem.

I have also noticed that when I boot up initially and the sound does not work, I can go into 'Recording Devices' and the sound will tempoarily show up in the DMX4 Config program.  Once I close the 'Recording Devices' window the sound goes away.  I tried disabling all of the other onboard microphones listed here, that didn't work.  I notice there are two entries for the Antex USB Mixer Device.  I even tried disabling those and I still have the same problem.

I have run out of ideas for today.  Any help would be appreciated.
